MINUTES OF THE REGULAR MEETING

FORREST CITY CITY COUNCIL

FORREST CITY, ARKANSAS

August 16, 2016

The City Council of Forrest City, Arkansas met in regular session on August 16, 2016. Mayor Bryant called the meeting to order at 6:00 p.m. Alderman Williams offered prayer after which the Pledge of Allegiance was recited. The following answered roll call: Mayor Bryant, Clerk Cochran, Attorney Cline, and City Council members: Williams, Echols, Hollowell, Breeding Twillie, Fields, and Capps. Alderman Oswalt was absent.

Alderman Fields made a motion to approve the minutes of the August 2, 2016 regular meeting. Second by Alderman Echols. Roll Call: All Ayes.

DEPARTMENT HEADS REPORTS

None

PUBLIC COMMENTS

Clark Huff was present with a complaint concerning drainage issues near his property. Mr. Huff first thanked Mayor Bryant for working on the drainage problems on Dr. Martin Luther King Drive. Mr. Huff stated he went to code enforcement more than once to find out the requirements to get the ditches cleaned. He then stated code enforcement sent him to Forrest City Water Utility to request the ditches to be cleaned. Upon his arrival, he was told by the water clerk they did not do those kind of projects. Mr. Huff returned to code enforcement once again, she then sent him to the Street Supt Darin Flenoy for assistance. Mr. Huff then asked the city council if they would assist Mayor Bryant in getting the tools and equipment that is needed to clean out drainage ditches, not just in his area but all over the city.

UNFINISHED BUSINESS

2016 Budgets

Attorney Cline read A Resolution Amending 2016 Street Department Budget. Alderman Twillie made a motion to adopt the resolution. Second by Alderman Echols. Roll Call: All Ayes.

Attorney Cline read A Resolution Amending 2016 Solid Waste Fund Budget. Alderman Fields made a motion to adopt the resolution. Second by Alderman Echols. Roll Call: All Ayes.

Mayor Bryant asked permission to either purchase on a state contract, NJPA purchase, or to seek bids on the equipment that exceeds $20,000 that is listed in the 2016 budget capital expenditures for both street and solid waste departments. Motion made by Alderman Echols. Second by Alderman Capps. Roll Call: All Ayes.

IT In A Box Resolution

Attorney Cline read A Resolution Approving Contract With IT In A Box. Alderman Twillie made a motion to adopt the resolution. Second by Alderman Echols. Roll Call: All Ayes.

Alderman Breeding asked if the statement in section 1: that states month to month basis, does that statement relieve the city from a long time contract. Attorney Cline stated it does.

NEW BUSINESS

Feasibility of Setting Up an Ambulance Rotation

Mayor Bryant stated there are three ambulance services that are now operating in the city. He then asked the council if any changes needed to be made such as, creating a rotation list or if the council would like to set up a committee to look at the possibility of doing a citywide franchise.

Alderman Breeding stated that two or three of the councilmembers need to get together to come up with a solution for the constituents of the city. After some discussion, Alderman Williams

made a motion to set up an ambulance service committee. Second by Alderman Twillie. Roll Call: All Ayes. An ambulance committee was setup that consist of: Alderman Hollowell, Breeding, Williams, and Fields

Airport Bids

Mayor Bryant asked if there were any bids in the audience. There were none. Mayor Bryant stated he had two bids for the purchase of the Forrest City Municipal Airport. The first bid was from Denver Crisp Realty of West Memphis in the amount of $166,620. The second bid received was from Hutcherson Flying Services and Central Arkansas Turbines of Forrest City in the amount of $527,602. Attorney Cline stated both bids will be submitted to the Delta Regional Airport Authority and the Federal Aviation Administration for approval, then the council will proceed from there.

GENERAL FUND BILLS

Alderman Echols made a motion to approve and pay the General Fund bills in the amount of $36,291.28. Motion second by Alderman Williams. Roll Call: All Ayes.

STREET FUND BILLS

Alderman Breeding made a motion to approve and pay the Street Fund bills in the amount of $4096.24. Motion was second by Alderman Hollowell. Roll Call: All Ayes.

SOLID WASTE FUND BILLS

Alderman Breeding made a motion to approve and pay the Solid Waste Fund bills in the amount of $32,510.33. Motion was second by Alderman Hollowell. Roll Call: All Ayes.

FORREST CITY WATER UTILITY

Alderman Twillie made a motion to approve and pay Water Utility bills in the amount of $5,041.60. Motion was second by Alderman Echols. Roll Call: All Ayes.

Alderman Echols made a motion to adjourn at 6:25 p.m. second by Alderman Fields.
