MINUTES OF THE REGULAR MEETING
FORREST CITY CITY COUNCIL
FORREST CITY, ARKANSAS
February 16, 2016
The City Council of Forrest City, Arkansas, met in regular session on February 16, 2016. Mayor Bryant called the meeting to order at 6:00 p.m. Alderman Williams offered prayer after which the Pledge of Allegiance was recited. The following answered roll call: Mayor Bryant, Clerk Cochran, Attorney Cline, and City Council members: Williams, Echols, Hollowell, Twillie Fields, and Capps. Alderman Breeding and Oswalt were absent.
Alderman Fields made a motion to approve the minutes of February 2, 2016 regular meeting. Motion second by Alderman Echols. Roll Call: All Ayes.

DEPARTMENT HEADS REPORTS
Civic Center Commissioner Appointment
Mayor Bryant stated the first meeting in March, he would get with the council to get some names for other commissions.
Permission to Purchase Equipment and Other Services
Mr. Murdock presented to the city council an ordinance to waive the requirement of competitive bidding.
Attorney Cline read An Ordinance Waiving The Requirement of Competitive Bidding; Declaring An Exceptional Circumstance; Authoring Expenditure of $33,910.00 For Purchase of Fairbanks Morse Complete Rotating Assembly For Model 8” C5446, From Instrument & Supply, Inc., Hot Springs, Arkansas; And Declaring An Emergency sponsored by Alderman Echols.
Alderman Fields made a motion to suspend the rules and read the ordinance by title only for the second reading. Second by Alderman Echols. Alderman Capps asked Mr. Murdock what he will do with the old pump. Mr. Murdock stated the city will keep it. Alderman Capps then asked if the pump is to service the prison. Mr. Murdock stated the pump is for Mallory station it goes to the headworks for the treatment plants. Roll Call: Alderman Williams, Echols, Hollowell, Twillie, Fields, and Capps All Ayes.
Attorney Cline read the ordinance by title for the second reading. Alderman Fields made a motion to suspend the rules and read the ordinance for the third reading. Second by Alderman Echols. Roll Call: Alderman Williams, Echols, Hollowell, Twillie, Fields, and Capps All Ayes.
Attorney Cline read the ordinance by title and sections for the third reading. Alderman Fields made the motion to adopt the ordinance. Second by Alderman Twillie. Roll Call: Alderman Williams, Echols, Hollowell, Twillie, Fields, and Capps All Ayes.
Alderman Fields made a motion to adopt the emergency clause. Second by Alderman Echols. Roll Call: Alderman Williams, Echols, Hollowell, Twillie, Fields, and Capps All Ayes.
Mayor Bryant asked Mr. Murdock to explain to the council what would happen if one of the pumps would go out.
Mr. Murdock stated there are two pumps there, the pumps work alternately and one pump is already down.

Procedural Rules for Municipal Officials
Mayor Bryant stated he would like for the council to read over the Procedural Rules Manuel to see if there is something that needs to be changed; then adopt the Procedural Rules for Municipal Officials as what the city council would operate from. He said the Manuel would be in lieu of Robert Rules. Mayor Bryant said that the Arkansas Municipal League recommends that cities adopt the rules of operation.
Mayor Bryant asked if there were any bids in the audience. There were none. Mayor Bryant stated he had one bid from M&T Paving: Supply ACHM Type II $78.00 ton, Pave ACHM Type II $94.01 ton, Place Prime Coat $5.50 ton, and Place Tact Coat $3.50 ton.
Forrest City Airport
Mayor Bryant stated that he had been getting calls from various sources wanting to know what the city council was going to do with the airport and when. He said if possible, the council would be able to bid it out and sell it. Mayor Bryant stated that Attorney Cline was able to get a recent appraisal. Mayor Bryant said he needed direction from the city council on what they wanted him to do.
Attorney Cline stated right after the appraisal was completed back in the fall, he corresponded with Dr. Kerr who placed him in contact with FAA’s officials about how the council would be required to go about selling the airport because there are specific FAA rules. He also stated right before Christmas he received a call from another official with the FAA who has apparently taken the place of the other person. This official said she wanted to review all documents and would get back with him with instructions on how to proceed with selling the airport; but has not heard from her.
Attorney Cline stated about a week ago, he asked Dr. Kerr if he would contact someone at FFA since he is more familiar with the officials and kind of light a fire under them. He said once the okay is given from the Federal Government the council could move forward.
Alderman Capps asked if the city paid for the appraisal. Attorney Cline said yes and the city would be reimbursed once the property is sold.
Alderman Hollowell asked the appraised value on the property. Mayor Bryant stated the property appraised at over $1 million.
GENERAL FUND BILLS
Alderman Echols made a motion to approve and pay the General Fund bills totaling $19,329.90. Alderman Fields second the motion. Roll Call: All Ayes.
Alderman Capps made a motion to approve and pay the Street Fund bills totaling $2,761.15. Alderman Williams second the motion. Roll Call: All Ayes.
Alderman Capps made a motion to approve and pay the Solid Waste fund bills totaling $24,162.22. Alderman Williams second the motion. Roll Call: All Ayes.

Alderman Echols made a motion to approve Water Utility paid invoices in the amount of $27,400.76. Second by Alderman Fields. Roll Call: All Ayes.
Alderman Echols made a motion to adjourn at 6:18 p.m. Second by Alderman Fields.
