MINUTES OF THE REGULAR MEETING

FORREST CITY CITY COUNCIL

FORREST CITY, ARKANSAS

July 19, 2016

The City Council of Forrest City, Arkansas met in regular session on July 19, 2016. Mayor Bryant called the meeting to order at 6:00 p.m. Alderman Williams offered prayer after which the Pledge of Allegiance was recited. The following answered roll call: Mayor Bryant, Clerk Cochran, Attorney Cline, and City Council members: Williams, Echols, Twillie, and Capps. Alderman Fields came in at 6:05 p.m. Alderman Hollowell, Breeding, and Capps were absent.

Alderman Capps made a motion to approve the minutes of July 5, 2016 regular meeting. Motion second by Alderman Twillie. Roll Call: Alderman Williams, Echols, Twillie, and Capps. The fifth vote Mayor Bryant All Ayes.

Alderman Williams made a motion to approve the minutes of the special called meeting on July 12, 2016. Second by Alderman Echols. Roll Call: Alderman Williams, Echols, Twillie All Ayes. Alderman Capps abstained. Minutes did not pass.

REPORT OF COMMITTEES

None

DEPARTMENT HEADS REPORTS

Interim Fire Chief Anthony Renigar was present to give an update on the fire sub-station.

Alderman Capps stated the building frame was delivered June 2015 and it now it is July 2016. He asked Chief Renigar when the station will be finished. Chief Renigar stated as of now, he has not been given a set finishing date. But he did say looking at what has been done, the building is 80% completed and predicts the finishing date to be around August 15th.

UNFINISHED BUSINESS

Amend and Correct 2016 Budget

Mayor Bryant stated he is going to give the budget committee a new budget package; then the committee could meet and present the recommendation to the council for a vote.

Resolution Accepting Donation of Property

Attorney Cline read A Resolution Accepting Donation of Real Property motion to adopt the resolution by Alderman Echols. Second by Alderman Williams. Roll Call: Alderman Williams, Echols, Twillie, and Capps. The fifth vote Mayor Bryant All Ayes.

A Resolution for Civic Center and Recreational Fees

Attorney Cline read A Resolution Setting Civic Center Rental Rates; And Providing A Deposit And Refund Policy In The event of Cancellation; And For Other Purposes

Alderman Twillie made a motion to adopt. Second by Alderman Echols. Roll Call: Alderman Williams, Capps, Twillie, Echols, and Fields All Ayes.

NEW BUSINESS

None

GENERAL FUND BILLS

Alderman Echols made a motion to approve and pay the General Fund bills totaling $23,729.82. Alderman Capps second the motion. Roll Call: All Ayes.

STREET FUND BILLS

Alderman Capps made a motion to approve and pay the Street Fund bills in the amount of $4,423.32 Alderman Williams second the motion. Roll Call: All Ayes.

SOLID WASTE FUND BILLS

Alderman Twillie made a motion to approve and pay the Solid Waste fund bills in the amount of $29,980.71. Alderman Fields second the motion. Roll Call: All Ayes.

FORREST CITY WATER UTILITY

Alderman Capps made a motion to approve and pay Water Utility bills in the amount of $39,674.12 with the exception of TW Electric; he would like and explanation for that bill. Alderman Williams second the motion. Roll Call: All Ayes.

ANNOUNCEMENTS

Budget meeting was scheduled for Tuesday 26, 2016 at 5:00 p.m.

Special Called meeting was scheduled for Tuesday 26, 2016 at 6:00 p.m.

Alderman Echols made a motion to adjourn at 6:18 p.m. Second by Alderman Williams.
