MINUTES OF THE REGULAR MEETING
FORREST CITY CITY COUNCIL
FORREST CITY, ARKANSAS
July 21, 2015
The City Council of Forrest City, Arkansas, met in regular session on July 21, 2015. Mayor Pro-Tem Twillie called the meeting to order at 6:00 p.m. Alderman Williams offered prayer after which the Pledge of Allegiance was recited. The following answered roll call: Mayor Pro-Tem Twillie, Records Clerk Manning and City Council members: Williams, Hollowell, Capps, Fields, Oswalt and Alderman Breeding. Alderman Echols, Attorney Cline, Mayor Bryant and City Clerk Cochran were absent.
Alderman Capps made a motion to approve the July 7, 2015 regular meeting minutes. Second by Alderman Fields. Roll Call: All Ayes.
CITY COUNCIL REPORTS
Mayor-Pro Tem Twillie recognized Nori Gardner. Ms. Gardner stated that she was a committee member with FCA United (Forrest City Arkansas United). Ms. Gardner stated that they were just about finished with their spring and summer season. “In May, we had our seventh annual Spring Fling in the downtown area. We had our second successful edition of the Fireworks Festival at the Multipurpose Center and in August we are going to have our third Movie in the Park here in this area. It’s going to be a back to school theme. We’re going to have free family fun like we always do at all of our events. We’re going to be giving out school supplies and backpacks for door prizes. Our mission is still to host free, family oriented events. We thank A & P Commission for their financial support and backing, our local businesses for supporting us, along with our friends and family members. Without them and our city backing us, our events would not be as successful as they are. So we are always extremely grateful and appreciative. We are getting ready to plan our fall season with the Fall Festival being the Halloween weekend bringing back the hot air balloons and we hope to have another successful year.”
Alderman Oswalt stated that the movie in the park was one of the nicest events he had ever been attended.
Alderman Capps thanked the FCA United for their endeavors and suggested that next year the city could spray a couple days in a row to help with the mosquitos.
Forrest City Area Wellness and Athletic Consortium
Mayor-Pro Twillie recognized Dr. Stuart Towns, President of the Forrest City Area Wellness and Athletic Consortium (FCAWAC). Dr. Towns briefly went over the report given to the city council regarding the meeting that was held and the recommendations voted on by the FCAWAC to bring to the city council and Mayor. (See Attached) The committee recommended that the City Council and Mayor utilize construction manager professional services to develop, manage and construct the proposed aquatic, track and possible stadium, and that the responses to the RFQ for construction manager be interviewed by the FCAWAC and the committee make recommendation to the City Council and Mayor. The reason for the recommendation is to ensure that the appropriate expertise is engaged on the front end and to work with architects to ensure (cost savings, experts in reviewing cost estimates, liability protection and etc.) The committee submitted drafted specification for proposed construction manager’s RFQ. (See Attached)

Dr. Towns stated that the committee has completed their 501c-3 application which they believe is very critical to their ultimate success in this project.
Alderman Breeding made a motion to recommend that the city council approve the authorization to the committee to go through the RFQ process for construction manager. Second by Alderman Williams. After discussion, Roll Call: All Ayes
Mayor-Pro Tem Twillie read A RESOLUTION CERTIFYING THE AMOUNT OF A CLEAN-UP LIEN TO BE FILED WITH THE ST. FRANCIS COUNTY TAX COLLECTOR AGAINST CERTAIN REAL PROPERTY LOCATED AT 321 WEST ELISE STREET IN THE CITY OF FORREST CITY, ARKANSAS, AND FOR OTHER PURPOSES. Alderman Oswalt made a motion to adopt the resolution. Second by Alderman Hollowell. Roll Call: All Ayes.
Alderman Capps read A RESOLUTION CERTIFYING THE AMOUNT OF A CLEAN-UP LIEN TO BE FILED WITH THE ST. FRANCIS COUNTY TAX COLLECTOR AGAINST CERTAIN REAL PROPERTY LOCATED AT 812 N. ROSSER STREET IN THE CITY OF FORREST CITY, ARKANSAS, AND FOR OTHER PURPOSES. Alderman Capps made a motion to adopt the resolution. Second by Alderman Williams. Roll Call: All Ayes.
Alderman Breeding made a motion to appoint Willie Mae Moore to the Forrest City Housing Authority. Second by Alderman Williams. Roll Call: All Ayes.
Mayor-Pro Tem Twillie read A RESOLUTION TO AFFIRMING THE RECOMMENDATION TO THE FORREST CITY, CITY COUNCIL BUDGET COMMITTEE AND VOTE OF THE FORREST CITY, CITY COUNCIL TO APROVE PURCHASES. Alderman Breeding made a motion to adopt the resolution. Second by Alderman Capps. After discussion, Roll Call: All Ayes.
Mayor-Pro Tem Twillie read A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FORREST CITY AUTHORIZING AND PROVIDING FOR THE ACCEPTANCE OF A GRANT FOR THE PURPOSE OF PROVIDING A PORTION OF THE COST OF ACQUIRING POLICE EQUIPMENT, FOR THE FORREST CITY POLICE DEPARTMENT FACILITY TO SERVE AN AREA LAWFULLY WITHIN ITS JURISDICTION TO SERVE. Alderman Oswalt made a motion to adopt the resolution. Second by Alderman Fields. Roll Call: All Ayes.
GENERAL FUND BILLS
Alderman Breeding made a motion to approve and pay the general fund bills totaling $46,982.79. Alderman Hollowell second the motion. Roll Call: All Ayes.
Alderman Oswalt made a motion to approve and pay Street Fund Bills in the amount of $5,934.73 Alderman Williams second the motion. Roll Call: All Ayes.

Alderman Fields made a motion to approve and pay Solid Waste Fund Bills in the amount of $36,298.20. Alderman Oswalt second the motion. Roll Call: All Ayes.
Mayor Pro-Tem Twillie stated that the city will open an account in the amount of $80,333.00 as required for the USDA grant.
Alderman Capps made a motion to adjourn at 6:50 p.m.
